I wanted to thank you all for your continued interest in the Flood Wall issues we have had. I did want to make sure everyone was aware that the public comment period has been extended. All public comments are now due by September 6th.
As well, DPW has scheduled (3) three public meetings for the event to be held at St. Paul’s Episcopal Church. The dates and times are as follows:
  • August 20th – 5-7pm
  • August 22nd -1-3pm
  • August 24th – 10am-12pm

Finally, I wanted to assure everyone that the Butler-Tarkington Neighborhood Association is working hard to get some action on the issues we have. We are working to speak with our local, state and federal representatives as well as the Mayor. However, please continue your individual outreach to your representatives to ensure they know how deeply this affects us as citizens and residents of the area.
We will continue to keep everyone posted on updates as we receive them. Please mark the public hearing dates on your calendar. We look forward to seeing you there.

Below is a list of the Butler-Tarkington Neighborhood Association’s points of concern:
  • Health and safety of Rocky Ripple residents;
  • Clearing of trees along Westfield Blvd and the Central Canal;
  • Clearing of trees along Holcomb Gardens;
  • Butler University’s Athletic Fields, Central Canal and Holcomb would likely be destroyed in a flood b/c they are behind the wall. Holcomb Gardens is currently listed on the National Register of Historic Place. The portion of the Central Canal in Butler-Tarkington is eligible for the National Register of Historic Places;
  • The proposed alternatives would pose a threat to city water supply if there were a flood. The City of Indianapolis acquires 60% of its water from the Central Canal. A flood could wash away the banks of the Central Canal and destroy it permanently;
  • The floodgate position and design would require a valve on at least one sewer line. In the event of a flood, sewers could back up into neighborhood homes;
  • A wall would prevent visual line-of-sight security for people using the tow path behind the wall;
  • A wall would alter the aesthetic quality of the area and walls tend to collect trash and serve as canvasses for graffiti;
  • If the project were done in either proposed alignment, there is no guarantee that flood insurance requirements for some properties would be removed or reduced by the Federal Emergency Management Agency (FEMA). FEMA must certify the entire project and portions of the project in Warfleigh and Broad Ripple do not currently meet the requirements without devastating the natural vegetation along the levee in Warfleigh and Broad Ripple.
  • The Illinois Street Alternative provides even less protection for the community by not protecting residents in Butler-Tarkington or the businesses at 56th and Illinois.
